ADC Sound Recorder is a free Windows program for recording sound from all sources available with a computer's sound card. That includes a microphone, line-in, wave, etc. Recordings are automatically saved to the program's cassette file that can keep up to ten minutes of recorded material in 11KHz, 8-bit, mono quality. To free some space for new recordings and still keep the old ones, you can export them to standard WAV sound file format and then delete old recordings from the program.

FixMP3 converts a directory full of sound files into MP3 files that you can play in your DVD Player. Many home DVD Players require particular MP3 format for MP3 CDs. This little utility converts your MP3 or Wave files into the needed format to satisfy many home DVD Players. It has a simple little GUI interface and makes use of the LAME encoder to cross encode any MP3 or Wave file into a fixed bit rate 128kb 44.1k resampled mono or jstereo MP3 file. The resulting files are larger than normal MP3 but smaller than Waves. You can use this to convert your ripped waves for materials you own. (See "Fair Use" doctrine in Copyright laws).

With Garbe.Sound Audio DSP, a .NET class library, developers can create their own sound filters or use the ones implemented by the author. The author has provided over a half dozen filters, including Gain, Delay, and Reverberation. The library also has the ability to read and write .WAV files, but only in mono. The filters are designed to act like a signal box, with a signal input and output. The library has been written to be as systematic as possible: most classes inherit from the SoundObj class. It is not a strong-named assembly so it can’t be registered in the Global Assembly Cache. Furthermore, the class is not marked as CLS compliant, so developers may encounter problems when using it in languages other than C#. The class library can be used in .NET Framework Windows Forms and Web Forms applications.
