You can check if a control is visible at any given moment using the IsVisible Method. You can Force the Scrollar to make a particular control visible by using MakeVisible Method. You can get a collection of the Visible Controls using the VisibleControls property and loop through it if necessary. You can manually scroll vertical or horizontal using the ScrollVertical and ScrollHorizontal Methods. The BeforeScroll Event is fired before Scrolling and you may cancel scrolling in that event based on the situation. The After Scroll Event is fired after a Scroll has occurred.
